When I posted a tutorial on how to make a blood effect,once I posted it,it
did not seem to get on,and I don't want to post again, or i run the risk of
double posting.

all submissions have to be approved first.
yours cannot be posted for several reasons.
1. Spelling and Grammar, your tutorial makes absolutely no sense.
2. it covers one very basic effect that is one of the easiest things to do in the maker. if it covered more things than just one single visual effect, then it would probably be added.
but its mostly the spelling and grammar. we are the official US RPG Maker site, and we cant be posting tutorials that are illegible.

regardless, it doesnt make one bit of sense. you tell people in it to go ask RPGProgrammer how to do something if they dont already know how. how is that helpful? what about years from now when he might not even be at the pavilion, or he changes his name or whatever? either explain everything yourself, or dont do it. don't reference other people

Valk is saying that your tutorial was not posted because the grammer and language of it is horrible, unreadable, illegible, crappy, etc.
Also, telling the reader to seek out an answer from another user outside of the article destroys the idea of a tutorial.

I think he just figured it usually takes you a couple times hearing something before it soaks in.
