I know the PS3 is pretty much a computer. you can surf the internet and download stuff. I also know that (according to a Game Informer Magazine a few months ago) Sony is designing a way for people to access their PS3 via their PSP from anywhere on Earth, and that you'll even to play your PS3 games on your PSP (somehow). But could it be possible to download RPGM XP onto your PS3 and access it on your PSP, thus enabling you to create games on the go? Please get back to me on this

No. RPG Maker XP is Windows software, the PS3 cannot run Windows.
You already can access your PS3 with a PSP from any wifi location in the world, thanks to the remote play function. only one PS3 game out in the US supports remote play, and that's Lair. games have to be specially designed for the feature.
