There exist many legal freeware RPG creation sets today that are somewhat usable. Some of the ones I've looked into can be found at the following adresses:

-Fury Squared. GREAT graphics potential from the looks of things, although I'm still just toying with it. Doesn't seem too complex. I'm thinking of doing a strategy RPG with it.

-Sphere. Don't know Javascript? You'll have to learn if you want to make an RPG with this. Very complicated, but nearly limitless in flexibility, so much so that a diligent enough maker can make a top-down Grand Theft Auto like game. Be warned: progress is very slow with this maker due to learning curve. Although I know how to use it now, I gave up on it because it would take *way* too long to make any of the games I wanted to with it.

-OHRRPGCE (Official Hamster Republic Role Playing Game Construction Engine). Very simple to use, but also too limiting for my tastes. However, there exists a very knowledgable community, and even an entire wikipedia.org faq on this engine and everything you need to know about it. It's about as complex and time consuming to make an RPG as RPGM1 for the PSX, only you make your own characters, tiles, ect. It has about the same graphical quality as RPGM for the PSX as well. Its limitations include a limit of 100 maps, 4 active party members, 82 spells, 1000 switches, and 4-bit tiles. 8 frames per character, two for each of the four directions. You also cannot customize the amount of experience needed to level up, and you're limited to about 30,000 seperate text boxes. Even still, it's a few steps ahead of RPGM1 on the PSX for sure, and about as simple to use. You can use your own music, graphics, sounds, and effects, so definately worth a try.
