I'm not the authority on it, but I think you make the towns outside (buildings and decorations) in the map editor, and the inside of the buildings in the dungeon editor.
Actually, in RPGM2, it doesn't matter at all. It depends on what type of atmosphere you're going for, and the location of your town. For example, in one of my old RPGM2 games I made an underground city inhabited by mermaids, and it was done completely in the dungeon editor. Of course, most of your towns will probably be in the map editor, then use object and event placement for an outdoor map, but the magic of RPGM2 lets you bend the rules as you see fit.
As you may have guessed, this applies to dungeons, as well. Beautiful caves and caverns can be made in the map editor.

But how do you make the ground of the map to be similar to those with the towns of FU-MA?
Anytime I try to make tha ground it's curvy and messed up, I want it to be flat and straight.
This may seem different but actually towns are usually ment to be created with the map editor, this is bacause it offers more space, wile you can make towns in the dungeon editer you might need to make the buildings into the walls or something...
As for ground like FU-MA you just need to fiddle with the round tiles and become very good at creating maps, wich is a very rewarding effort that few have accomplished.
As you should know by now, pressing start while doing anything in the game will give you information about the tools you are using. The map and dungeon editors have a lot of information in the help files that can take a while to find because you'll get different information about the tools based on if something is selected or not.
