Yep. For the PS1 and PS2, it's basically an animation editor. you animate 3D models to do any single fighting move you can imagine, and even some that most people wouldnt. want your fighter to fly through the air using their arms as propellers and divebomb their opponent? go for it. want them to retract their arms and legs into their body and wobble around? sure, you can do that.

FM1 has no character model customization, but FM2 has a decent character creation engine that includes strange stuff like cat paw gloves, santa outfits, and giant turtle shells.

Yes, but I found it only fun as an animation editor, other than that I found it very disapointing. Especially since you think that your going to make your own fighting game, not really. You just create fighters are a half assed fighting game. Plus the create a fighter aint that deep, if I remember right you can't even change hair color, and all faces look japanese.

I have both fighter makers and I like them both. You can easily make a custom fighter by stealing moves and animations from pre-made fighters, or you could make your own decent effort if you're willing to invest the time. That and you can just make joke characters with mind powers or the ability to dislocate their legs over their heads. It's suprisingly funny.

The real fun is the total customization you can do with the moves and throws. If you want a quick Create a Fighter, go with Mortal Kombat or Soul Calibur. If you want something more devoted to the creation of characters and less on using them competitively though, then go with Fighter Maker.

I'm sure that Fighter Maker One will be found no where in stores. You'll probably have to order it online.

Fighter Maker 2 may be in a pre-used bin somewhere like Gamestop where they're trying to liquidate their old PS2 games for cheap. If you can't find it there though, it looks like you'll have to order it online.
