Imagine you have to release prisoners from cells. An entire army. You would use up more than half of our NPCs. But there's another way.
You create a town, with 10 dungeon entrances (that would reach the maximum of events in the town: 20. Inside ONE dungeon, put as many people as you like. Outside ALL dungeons, put an event that, at button press, asks you if you want to go in (like it would ask you narmally). If you say yes, warp into the populated dungeon. Another one for the exit (explained on next post). Have all soldiers tell you "Hey, thanks for saving me" or something like that. Then display off. When you use the event to go out, make them display on again. That way, you would be entering 10 dungeons, saving 20-30 soldiers, using only 2-3.
PS. having a battle event in the dungeons would make it more interesting.
