This problem is probably really obvious, but I just can't figure out what's wrong. My character fights a test battle at the start of the game. All of the battle options are available. However, when he actually finds enemies in dungeons and the map later, he can't choose the attack option. Another person joins the party by then, but I don't think that would have any effect. Can anyone tell me what's wrong?

In-game, press the square button and go to the formation options. Verify that both guys are on the front line (on the top line in the 3x3 grid). Someone who's behind the front line can't use melee attacks, unless he's an archer/elf.
What likely happened is that your guy isn't on the front line. He was able to attack during the first encounter because no one else is on the front line. Then the second person got added to the party and got put on the front line by default. -
